No they don´t.
I applied early action and received my letter but it wasn't an acceptance letter,instead it says that i presented a strong academic profile but that they deferred my decision until they had a better sense of the applicants pool.
I called and they said it was a good thing, that there is very few in this situation, that the council was likely waiting to have a report on demographics.
Is anyone else in this same situation?

Action on your application was deferred until they evaluate the entirety of the applicants' pool. It's akin to being placed on the waiting list until they evaluate everybody. In other words, they will look at all the outstanding candidates for this year's entering class and will probably assess your credentials vis-a-vis the others.
Your chances of an unconditional admission depend on the quality of the other applicants for this year's class, especially applicants from your home country. As much as possible, they want every country represented in the entering class. So you're country will have at least one representative, which could be you.
Your situation is similar to that of making it as a semi-finalist in American Idol. You made it through to the next round, and at least you weren't eliminated in the earlier rounds.
