Scholarship Negotiation Strategy (BCL v. NYU LLM Dean's Graduate Scholarship)

Hi, I was looking for some insights into a negotiation strategy for a candidate holding competing offers from Oxford (BCL) and NYU LLM (with a Dean's Graduate Scholarship worth $40,000).

The deadline for NYU is 15th April and for Oxford it is 19th April. Oxford will probably share their scholarship decisions in April-June which is much later than NYU's deadline. I was thinking of sending an email to NYU first and citing my Oxford offer in order to negotiate for a higher scholarship. If they agree, I can then leverage that and ask Oxford to expedite my scholarship decision.

How should I approach the NYU email in order to negotiate a greater scholarship leveraging my Oxford offer? What is the correct strategy here? I would be willing to go to NYU if they offer me a full scholarship and I would pick Oxford if they offer me a substantial scholarship.

I'm interested in hearing some insights too. I'm a Cambridge MCL and NYU (30k Dean's). I've sent a message to NYU basically asking about an extension of the deadline as I'm waiting for national scholarships but without even mentioning the MCL.
