Appears so. Atleast for overseas students. Conditions are things like producing your original or certified copy of transcript, producing copy of your valid English proficiency results etc.

I did too, but no news. I guess we will hear from them once we will receive our offers...
I applied for Gates. I moved to GAO 10 days ago and received my offer yesterday but they haven't contacted my referee or myself about the scholarship yet. I'd say that process is just starting now the decisions have all been made.

Same here :(
I think it’s a good sign! I only heard as of yesterday. I know the feeling, but as they said the longer you haven’t been rejected, the better!

I don’t think so. Just got off call with Ms Wade who confirmed that I’ve moved to GAO even though my portal still shows “under review by department”. So stay calm and be patient. Good news awaits perhaps all those still under review and it seems they’ve sent rejections to all those who had to be rejected.
