- UF has fallen to the 3rd position, after GULC got a tie for 2nd last year.
- I believe the University of Michigan (Ann Harbor) has dropped quit a few positions, since it's not among the top10 anymore.

This comes as no surprise. NYU seems to have established itself as the no1 for the last decade.
I believe that a major factor in this long-standing tradition is the fact that the Tax LLM of NYU is not as large as the rest of the LLM programs.
Furthermore, the highly-specialized nature of the program ensures that it is not an "inflated" one. Rather than a program aimed at intl students who want to gain knowledge of US law, this degree has a much more professional orientation.

Yes, they were ranked in 2010, but it's in the 2011 Guide to Best Graduate Schools, so we call this the 2011 ranking. (Depending on how you thinks of it, they either come out a year "early" or they are simply misnamed.)
So, the 2011 rankings were released on 4/15/10, the 2010 were released 4/15/09, the 2009 were released on 4/30/08 (they used to come out on the 30th), and so on.
