Between Georgetown University with scholarship ($30000) and Upenn without scholarship, what option is better if I want to do my LLM in business laws and bankruptcy.

I paid the initial 500D deposit, but I just got into another LLM, so I'll be declining my UPenn offer .. Hope that I free my spot to someone else !
