I just applied to Penn a couple days ago, and I took a shot at the Human Rights Scholarship.....I have no idea how competitive it is, but wanted to try :)

Applied November 26, Complete on November 30.
I only received one e-mail from UPenn (application ackowledgement) -- also dated Nov 15 (the same date of the last change on my status check). Should I have received another e-mail (app complete)?
No. They do not send an 'application complete' e-mail. If your status is 'under review' that means that the application is complete and is being reviewed.

I wonder what they are looking for!? I am still an undergrad, but have as much 'extra curricular work experience' involving human rights as I could possibly have at this level, so I am hoping that may be enough. I am inclined to think they may favour people who have been in practice already, but who knows. Have you been in practice, or are you still a student?

What exactly does this mean? I'm not sure if this is good or bad. It is good, I guess, that they did not reject me at the outset but they did not take me either.

I don't think they reject applicants on the early review process. They just want to compare your profile to the regular cycle applicants and see how good it is in comparison. I'd say don't worry :-)
