Yess. You don't only have to obtain your degree from a university with an English medium, but also it has to be in one of the listed countries ( where English is the native language). But also I'd advise checking their TOEFL waiver cases or emailing them.

I've attended a meeting last week with a woman that works in Postgraduate admission in NYU and she said that it's not really a 500 word limit, its just that they dont want the PS to be longer than two pages. If you write a 700 word PS it's fine.

I've heard that Georgetown offers a much better program for environmental law than NYU, but they offer less tuition waivers...

I believe that their brochure or website(not really sure, but do remember reading this) specifies that they will consider all the apps together after the deadline for a better assessment. So I suppose you can expect a reply around March.
