My status checker just says that they made a decision and sent me an email.

Scholarship decisions are sent in the same e-mail as your admission. So if the admission e-mail didn't mention any scholarship, I'm afraid you haven't been awarded one. Unless there is an exception for the domestic tax LL.M., which is possible :).

I submitted in mid-January and I just got an email offer regarding domestic tax LLM. It took about 10 days from completion of the application to the offer.
My list of requirement didn't go black or unchecked. They didn't mention anything about scholarship in the email.

No need to lose hope. Regular cycle decisions haven't come out yet. Your application was probably deferred to the regular cycle.
