Today (just 2 minutes ago), I received a message from HLS saying that I will have to take TOEFL test as my TOEFL waiver request was not accepted.
Shall I take TOEFL test while the admission decision will be made this week?

means that your application won't be reviewed until you meet their parameters. I received the same mail back in October, when I had a toefl score lower than 100

Unbelievable! Of course it would not make much sense to take the TOEFL this week, as the results are not going to be released before admission decisions.
One possibility is that they have already rejected you so that they did not even think about this timing issue. The other, preferrable interpretation is that you are so valuable to them that they are keen to extend you an offer provided that you achieve the TOEFL results, and they trust you can do that. After all, many universities in the UK extend conditional offers of such kind.
I would seriously call them up and try to understand what they mean by that. Sorry if I can't give much help.

sorry I didn't explain myself clearly. that means you have to take the toefl if you wanna be evaluated, otherwise your application will decay. they're not offering you anything unfortunately...just some sort of application incomplete mail

i agree! i believe you are "unofficially" accepted :)
this would make no sense to ask you to retake it, if it's to reject you a few days later...

I just talked to the Admission Office two minutes ago.
At least, they confirmed that they have reviewed my application.

There is no point in intimating TOEFL rejection at such a belated stage.
