For what it’s worth I’ve heard of people being rejected for the Cambridge LLM but accepted for the Oxford BCL. Not common but it happens, so it’s probably not as simple as the BCL being more competitive. I imagine the two faculties sometimes look for different things

Possibly, but even the academic requirements are top 10% of class for LLM, and 5% for BCL. I'm sure this by itself discourages a large proportion of people from applying to Oxford.
At my undergraduate institution, many more people apply for the LLM at Cambridge than the BCL owing to its selectivity. I know of at least a dozen people who have made it to both programmes, and have overwhelmingly chosen BCL (with all other considerations like subject preferences and scholarships offered being equal).
This FOI request clearly shows that every second student at the BCL was at the top (Rank 1) in their LLB course (https://www.whatdotheyknow.com/request/bcl_admission_statistics_2#incoming-1528750).
