I understand that in the Netherlands rankings are not such a big deal as in other countries, as long as you go to a university that issupported by the government, some of them are:
Groningen
Utrecht
Leiden
VU
University of Amsterdam
Tilburg
It really depends on what you are looking for, and if the curriculum is what you are looking for.
Regarding scholarships I think is a bit too late for that this year, but you can ask each university or go to the consulate

From an international prestige perspective, it is probably Leiden followed by Amsterdam and Utrecht.

You can only talk in terms of prestige. "Best" is difficult to define, as the answer would vary based on the criteria you've used.
Leiden Law School is definitely the most prestigious law school in The Netherlands at least from an international perspective. It has a very good reputation in the US, where I have pursued the LLM and is by many nowadays viewed as the most prestigious law school in the Continent(i.e. excluding the UK).
If one does not make it into Leiden, then I guess Amsterdam comes next with Tilburg, Groningen and Utrecht being very good options as well.

That's simply not true anymore. Leiden only lives on its old reputation, being the oldest university in the Netherlands. Nowadays, in terms of researches and publications, Amsterdam is the leading law school in the Netherlands. Not to forget, the University of Amsterdam is the only (non-technical) University in the Netherlands that is in the top-50 of Best Universities in the World.

I have been accpeted in both Erasmus and Amsterdam Universities. However i can not find any funding for amsterdam while i got a partial fee waiver at erasmus. I am planning to study commercial law. any advice?
