NYU over Duke, I think so. Depends if you prefer living in the countryside or downtown (partly). Harvard v. NYU, more difficult.

no warning at all. I just found a notification in my mail box that they had tried to deliver the package yesterday. I am also a bid confused about this method of delivery. It is just luck that I have been at home. Regarding the short deadline for accepting the offer (March 19) it seems likely that some applicants will recieve their package after the deadline. However, there is obviously a possibility to pick up the package at a ups office once you have been notified of an unsuccessful delivery.

Don't say that. We're still hopeful.

If it comforts anyone, my country (which I'd like to hold reserve), ussually gets 2-3 offers per year.

This year, I personally know all 5 applicants, and none of us have heard. I find it difficult to believe that no offers will be made this year. They're probably going country by country, or region by region, while prolonging some of them until later.
