I'm an international applicant and my status went to "Complete" since last Jan. and since then no action has been made on my status.
Can I cinsider this as a kind refusal from GULC.

I think they give a window of ten weeks from the app. completion date. So I suppose there are still chances of you hearing good new.

At last a rejection from GULC. My application went to decision on March 20 (Friday) and I received rejection in postal mail on March 23 (Monday). The letter says.. blah blah blah...., anyways good luck to all in waiting.
Hey, did you a domestic candidate? Otherwise I believe the mail couldn't go at such a high speed.

Sorry, I never actually checked my status online. I think the earlier posts in this thread answer your qs.
However, it took about month for them to release the decision thru email from the appli. completion date.. As an intn'l appli. It s strange but I received the admission courier on the same day as the email.. So they may have already couriered the booklet across to you.. all the best!
