Conditional offers are issued by the PAO, not the Faculty. Once recommended for an offer by the Department and the Degree Committee, the PAO just double checks whether the documents you submitted are in line with their requirements / there is any falsified document / you do not come from a verifiable university etc. It's clearly technical - the PAO can't assess your application on merits. Once approved by the PAO, they proceed with issuing your conditional offer.
Does anyone know what the conditional offer from faculty means in practice? I guess I’m wondering what the PAO step entails if - for example - you don’t have outstanding llm subjects etc? Could the PAO reject you on other grounds?
