I am very dubious about this, esp if it’s an ‘admission email’.

Even if you meant moving to the PAO stage, my application was successful last year and I just checked my inbox to confirm I did not receive any email notifications when my application was moved to PAO. 

I’m not calling you or your friend a liar, and I acknowledge the possibility of things changing every year (I didn’t reapply this year so I’m hardly in the loop). However, given that it’s only early Feb, and applicants don’t usually get notified until they receive an actual offer, I think you should provide some more context or evidence, esp if everyone is already anxious enough on this forum. Otherwise it’s not unreasonable for your post to be perceived as spreading misinformation.

I am admittedly late to the party; nonetheless, I thought I would join the discussion. My application is 'still under review by the department'. 

I was under the impression that an offer would not be made until March at the earliest?

I doubt we will see any movement this week. Considering that the LLM is the last of the programs, after the PhD and the MCL that usually update the status of those who move to the GAO stage, it is most likely that we can expect start hearing about status changes at the end of next week at the earliest, if not until the last week of February, as barely three known PhD and none MCL applicants have reported being moved to GAO.

I doubt we will see some developments next week, my bet is that they will leave everything till the last week of February, starting with 3-4 straight days of rejections, and some few applicants moving to GAO.
