I have completed my schooling and law school in India. The medium of my education through out has been in English. Basis the aforementioned explanation can I seek waiver of English proficiency score in institutes like Georgetown and University of California, Berkeley.

You should contact them and ask directly whether you would be eligible for a waiver. Nobody can give you an accurate answer in this regard here. However, if you have been taught entirely or even partially in English, you should be doing well on standardized tests like TOEFL.
