Hi, to rectify, yes, you do need to be a EU citizen to apply through Amsterdam (apparently this has to do with visa requirements for the US), and no, the guy was fully american (but he didn't need a visa so for him it wasn't a problem).
Finishing the program now, still very happy about it, hope you all got your applications in!
