That's a tough one. Here are a few of my choices, based on the individual programs:

Amsterdam - European Competition Law and Regulation: good, practical curriculum, with a focus on Europe

Freie Universität Berlin - MBL: Option to pair it with a degree from Sciences Po - if you speak French

Brussels School of Competition: good location to study competition, overall a solid program

Liège - LLM in European Competition and IP law: strong focus on intellectual property, patents, etc.
