hi, so far my knowledge goes this rule is applicable for those travelling on tourist or business visas. However, you may do a double check on their immigration website and please let us know if you come accross anything different.

It should not be a problem to enter without confirmed flight out of Singapore since you will be able to produce documents confirming that you are going to study at NUS.
In any case, if one of you has any questions or problems, please feel free to contact me, I am from the last batch of IBL and will be back in Singapore from next week onwards.

Improper attire includes shorts, slippers and clothing with indecent words or pictures.

Has anyone emailed to NUS recently asking about the receipt of IPA? if yes, what have they said... I was thinking I'll mail to them, but I guess if ppl have already emailed, there is no point in another mail with the same question, since their reply will be the same.

But I have a feeling that ICA might not have processed it before the time limit it stated: maximum 2 months before the course starts and minimum 1 month. Usually they are quite prompt in issuing the IPA. When I applied for my Dependent's Pass, I remember them being very efficient.
