I am a first year student of 5 yr BBA-LLB course, in India. I am planning to do LLM from one of the top law schools in US. So in which year should I apply for the same?

After 4 years at least or if you want to go to a top law school then gain some 2 to 3 years' experience and then apply.

I am a U.S. citizen (born in Texas). My parents are from India and I have done my education (currently pursuing bachelors) from India. Will I be eligible for In-state tuition in Universities like University of Houston, which provide in-state tuition?

yes i did...but then i totally forgot about my LLM plans...thnkn i have 5 yrs to go...but now it all of a sudden struck me that i have barely any time left. So came back to this thread.
