Received an admission offer yesterday! I submitted my application on Jan 31 and received a confirmation email from Penn on Feb 9.

Hey! Same situation here, but still waiting for other admissions. Nevertheless, I believe that the main difference is what program are you aiming for, I´ve heard that Georgetown offers externships and is more "political" for government purposes, also, DC has more stuff to do than Philly, but it depends. UPenn offers the Wharton option and is quite interesting but many LLM graduates also recommend choosing a nice city to live in, as it is also part of the experience. Good luck with the decision!

I wanted to use my 15 min lunchbreak and answer your Q since I am somehow having the same issues.
It depends on a lot of different points. First of all you have the ranking. But there are people who say:"who cares about the ranking...". But if nobody cares, why do we havy the rankings at all?
Then you have an Ivy League School. Same issue...
Another possible point is the network. Who do you want to work with? While you will most likely connect with other international LL.M. Students at a "big" Program (Harvard, NYU) you will work closely with JD Students at Cornell, Yale or Stanford.
You also have to think about the possible specialization. Each school has different possibilities.
If you do not care about all this criteria, I believe it depends on the offer. Do they give you a scholarship/partial tuition waiver?
It is a lot of money. It is true that Upenn brings the option to attending additional credits at Wharton. So if you want to pursue an career in Investment Banking or any other Business oriented path, you should choose Upenn. Because everybody knows Wharton. But the WBLC is another 15k. So you have a total of 60-65k for Tuition.
If you do not intend to attend Wharton, I do not believe, that Upenn has a better Rep than GT. Especially in Europe. And at the end of the day, I do not believe, that there will be a big difference with reference to the education at all Top 20 Law Schools. The only Law Schools with the "WOW-effect" or a possible "knock-out-criteria" are: Harvard, Stanford, Yale, eventually Columbia and Berkeley (but Berkeley lost a lot of its Rep in the last years)...
This is my personal opinion.
But I myself can not decide which school to attend. I have offers from top 7 schools, T14 and Top 20. It is not easy to choose :-)

I checked the website earlier and it said that I was waitlistd. Now my status too has changed from Under review to llm. I think we might be waitlisted.
