Been under review for about a month... is this a good sign or bad? How long did it take for everyone to hear back?

Does anyone have any idea what is taking so long.....
My application status for the Tax LLM program changed to 'completed and under review' on October 11th, 2013. I still have not heard anything back, no requests for updated transcripts or anything of that sort. Is this good, bad or does it mean nothing?
Thanks for the feedback

I would send in an updated transcript if you have one and write an LOCI. Hope that helps.

I was accepted a few weeks ago. Top 20 law school, top 1/3 of class, accounting undergraduate w/honors from top 50 accounting program. Took a significant number of tax courses in undergrad only one tax course in law school.
Confirmed the withdrawal of my application today due to the absence of any financial award. Best of luck to everyone still waiting and my spot helps someone else out!
