i was wondering whether i can apply for LLM in USA if i got my LLB from an African university ( 4 years undergraduate study). As i heard that you need to join law school for another 3 years in USA to be able to apply to LLM there

No, most accredited law schools will accept you. Although, you might not be able to take the bar exam in every state after the LLM degree. It depends on what country you are from, whether the legal system is common law or civil law, and whether you are admitted to practice law in your home country.
