it seriously difficult to say which country is better to do an LLM. it totally depends on the university and also whether u want to pursue a career in law in that country. if u just want to complete LLm and go back to India, then I would say UK is better. But the chances of getting a scholarship are way higher in US than UK.

i know that england has recently changed its rules for foreign lawyers. even US has changed but its not as worse as england. but in US u may be eligible to take bar exam in NY or CA but it then depends on many things. Again examine their websites carefully.

as few of my seniors advised me that a US llm holds more of professionalism, then a UK which is more of academic in nature.

Frankly an llm does not make any difference in India. Indian Law Firms give some weightage but not a lot at all. Its your experience and knowledge in a particular field that really counts.

If you can afford go and study in UK because chances of getting a schol are very low in UK. If u want schols then try US univ.
