You are likely to ask bizarre questions. What do you think are deadlines for? Yes, they are strict, binding and deadly. If you are late, your application will be viewed on a space availability basis only, which means, that you're out, if you want to get in into a top school like Penn.
You should only apply for early notification, if you want to have a quick decision by february. If you like the thrill and want to know all decisions in march/april, apply later.

I was talking about the decision of acceptance, not the deadlines. If I receive a confirmation of acceptance, is it binding or do I have some time to make up my mind ?
You are likely to ask bizarre questions. What do you think are deadlines for? Yes, they are strict, binding and deadly. If you are late, your application will be viewed on a space availability basis only, which means, that you're out, if you want to get in into a top school like Penn.

The decision is binding for the Law School, not for you. You have to decide within a certain period of time, which depends on the School. Anyway, it is possible to think about accepting the admission offer. If you apply for early notification at Penn, I read that you have time until april.
