Is the decision binding ? If it's not, how much time is allowed ? Should I apply for the early notification ? Thanks for your help !

The decision is binding for the Law School, not for you. You have to decide within a certain period of time, which depends on the School. Anyway, it is possible to think about accepting the admission offer. If you apply for early notification at Penn, I read that you have time until april.
