or the question could also be restated like:
Is there anyone that was within the 25% of his class and was accepted to a llm program?
Is there anyone that had a gpa below 3 and got admitted to a llm program?

Life experience is as important as grades especially in the less "prestigious" Programs.
Many programs are overrated, and you should look on those who are less worried on what you have and more worried of who you are, special attention to Jesuit Universities.
I got into one with not the best GPA.

you can be admitted to llm programs with a gpa below 3.. same applies if you're not even within the 25% of your class.. I was admitted to Columbia, Georgetown, Chicago and Northwestern llm programs with a 2,8 gpa..
