Columbia. I do think that Georgetown has a very good reputation in securities law. And if you want to work for the IMF and World Bank, being in DC will help specially.

Berkeley is very good, but in light of yours goals, Columbia or GULC will serve you better.

Actually, many people who are currently working in US law firms told me that Georgetown has the best pogram in securities regulation... nevertheless, Columbia is an excellent school and ranks better than Georgetown.
