I'm a Fulbright student and I'd like to be of any help if I can. What do you mean by "Reserve"? Is it the same like "Alternates"? If yes, then usually they only get a scholarship if Fulbright has enough funding or if one of the "Principals" drops out. But i can't tell from past experiences, how likely it is to happen.

I think in your case they are only playing it safe as you're saying.

thanks for replying, eca! the commission said that they would be applying on my behalf to the universities of my preference (still unsure as to how that is going to work out...), and that by the time they told me about the final decision, it would include the school to which i would attend...does this make any sense? i am started to get a bit worried here...

I can speak from my own experience that principal candidates do withdraw from Fulbright. I was a principal Fulbright candidate from the Philippines for the school year 2008-2009 but I withdrew as the Fulbright scholarship (with a cap of US$32,500.00 in the Philippines) and a US$20k tuition waiver from Columbia were still not enough to cover the estimated total cost of studying at Columbia of US$67k. I opted for the British Chevening scholarship instead, which could cover all costs of pursuing an LLM in the UK.
