I'm considering an LLM, but I want to have an idea(realistically) my chances. How difficult is it for a graduate of a Tier 3 school to get accepted into a program at a Tier 1 school? Do LLM programs generally accept only the top student and/or law review editor? Is there an "average" law school gpa that a student should have to be genuinely considered?

What do you mean by tier 3 and tier 1, can you be more specific?

I do not think the law schools, while admitting candidates for LL.M, consider the ranking of school from where they did your basic law degree.
I have been admitted in several top Tier I schools with scholarship also despite being from not a very high ranking law school of India.
the criteria with most of the schools seems to be :
(a) gpa in basic law degree;
(b) statement of purpose
(c) essay
(d) writing sample
(e) letters of recommendatins
(f) profile of the candidates, including work experience.
