I found that Berkeley sends a kind reminder email to applicants in a regular basis (every 20 days from the completion). It says that they are still reviewing the application, and fully knows applicants' anxiousness to receive the dicision. When I saw the email's title, at first I was surprised, and then, feeling down.

My status changed yesterday from "Application complete and ready for review" to "Your application is currently under review". I have received no emails from Berkeley, except for an initial email saying my application was complete.

For context, I applied around the deadline and my LSAC report was sent in mid January

I have "complete and ready for review + 2 emails telling me that it is under review aha

Hey, my application is under review since 1/12/2022. 

However, after I got an email said that "come meet our staff this fall" on 12/11/2021 and one said that "my application is under review" on 12/8/2021, I didn't get any further email anymore.

Mine also still reads as completed and is not under review. Guess we'll have to wait.

 I asked and they said :  "that just means that your application is complete and is being reviewed. We will send out decision notices the first week of March."

So the application status shows incomplete for me - for want of the English test requirement. I had e-mailed them earlier about whether I can directly send the results to them, or for a waiver, but no response has come. Does that mean that they will not check my application until they process my request?

Hey! So, I was in the same boat in January. My application showed as incomplete; however, I had requested for a waiver. Once the request was approved, the status changed to complete. 
In the english language proficiency requirement column, did you select the option of getting a waiver? If yes, I think you should get in touch with them.
If you left the column blank, without requesting for a waiver or providing test marks, then I think you should definitely contact them and get your language requirement status clarified. 
You should try calling (assuming they haven't responded to any of your mails).
