I don't know anything about public international law.

Even by clarifying public IL it is still a vast subject. Are you interested in general law, environmental, human rights, WTO, etc...? There are MANY excellent IL LLM programmes in the UK. Most of the strong ones have at least one professor also practicing thus interesting from a practical standpoint. You need to investigate which faculty members research in fields which interest you and start there. The possibilities are endless but you must do your part of the leg-work.
