Ofcourse you can... Go ahead and mail the application with your recent certified transcript and wait for response....

Without transcripts, the best possible outcome is that you'll likely be offered a Conditional Offer. This means that once you have your final grades, you can fulfill the conditions and have your offer changed to an Unconditional!
