Edinburgh or Tilburg?

I have had offers from the University of Edinburgh (Innovation, Technology & Law) and Tilburg University (Law & Technology).
I want to pursue a career in Information and Communication Technologies Law area. Both of the universities seem to have very good programs in this area.
I would like to have some advice on which one to pick. Which university, do you think, offers more to the students? Which university is more reputable? Also if you have to make a choice between the cities (Edinburgh and Tilburg), which one would you pick?

I would, based on my knowledge as a non-European lawyer, say that Edinburgh is more well known as I'd never heard of Tilburg until the above mentioned research network was established. Edinburgh Law School has been on the same site for over 300 years! Edinburgh is an amazing city but no clue about Tilburg.
