Hi rachelism, Transfers are possible. Nevertheless it is common for Universities to restrict the amount of credits to be transferred i.e. 35 law credits earned may be applied to a particular University for JD requirement. They also may request a minimum grade for that course (i.e. C).
To determine the number of credits to be awarded, a University reviews your transcript. They establish wether the required courses for their program have been satisfied and decide which courses should be taken in the future.
Retakes are generally prohibited. Last but not least it will depend on guidelines of a particular University and your achieved results. Where do you want to transfer to?

Are you sure this information applies to LLM programs, too? I didn't find any information about this on the school websites. I think it is rare that students apply to another school during their LLM as it is typically a one-year course.
