Good for what, specifically? What kind of program are you looking for? What specialization interests you, if any? What do you seek in a university? Are you interested in a full student life? Multiculturalism? International Contacts/placement opportunities?
All universities offer different things, and the "best" university is the one that will have a maximum of elements that suit YOUR individual needs.

I mean the llm program. especially in international business law. maybe in either of the points, it is not the best one, but considering all the elements, i want to choose a university doing well in majority elements.
thank you

Edinburgh is strong in International Law. The newest LLM faculty member in International Trade Law/Commercial Arbitration has a power-house of credentials behind her (Dr Simone Lamont-Black) and they are brining on a new Int'l Economic Law lecturer to bolster the programme for next year. This is on top of an already strong standard International Law LLM programme led by Prof Alan Boyle and Prof Bill Gilmore, who are both active/practicing lawyers on the international level.
Edinburgh is a very nice place to live, as well!
Good luck with your research.

I would say def UCL. In the general rankings they consistently are ranked as the highest compared to the other ones. And it has an outstanding rep in law as well
