Hi! I graduated with 76% (GPA 3.3) with a 2nd Class Honour from a good law school in Thailand. I also spent a year doing my LLM in the UK and graduated with 60% (UK universities marking scheme).
I want to pursue my second LLM in the US. Is my academic profile good enough for UCLA, Northwestern, U of Penn?
What is the minimum GPA required for Top30 law schools?

I think you graduated from TU law school for sure. I also graduated from there.
I think your profile is good enough to be admitted to the law school that you mentioned above because my profile is similar to you and I got admitted to northwestern (I got my first llm from wisconsin). However, it depends on your toefl score (more than 260 is safe,if not you should waive) and sop.
Moreover, I think you have more chance to be admitted than other thai students who have their first llm in US. because most top law scholl in U.S, prefer the students who do not have any law degree in U.S. before.

I also went to Thammasat University (TU). Your profile looks pretty fine to me to get admissions with those schools. However, it depends on other factors as you may know, such as SOP, Letter of recommendation, Toefl, etc...
Once you got admissions from UCLA, NU, and UPenn. These are good law schools in the US. You may have to decide what is your area of intterest in law. Then make a final decision with these schools. :)

If the law school state about accepting IELTS score, you can certainly do that.
