What does "top-tier" mean?

What does "top tier university" (or law school) mean? Is this equal to top 20 or top 15 or is it just an informal, subjective qualifiacation?

Top tier refers to the top tier in the US News & World Reports ranking, I believe. It is approximately the top 25 or 30 schools, if I remember correctly.

The US News Rankings (if you happen to abide by it -- many in the legal profession do not) basically ranks JD programs in four tiers. Each tier consists of fifty schools each (i.e., first or top tier would consist of top 1-50; second tier 51-101, and so on, etc.) You will notice that the fourth tier does not contain exactly 50 schools - that's beacuase there aren't (as yet) 200 schools approved by the ABA, thus the fourth tier does not have an even 50 schools in it.
