I want to defer for a year from my current admit (reason: bad economy at home and in the US) but I also want to try applying to better schools next year. My question is, would my reason to defer be acceptable? And how do I schools know if I apply elsewhere?

I am fairly certain that they will not know if you are applying to other schools.

As regards your other query it's best to give them a call to ask before you make any formal request.

I got into Penn for International Law but I want to defer and try my luck with NYU, Columbia and GULC next year. How does Penn know if I do that? Also, is Columbia a good school for International Law?

I think UPenn wouldn't know...but if they have a spy in here...now they will know...dont think there will be a lot of people requesting for deferral.
