Sorry to be asking the obvious, but does that mean that UPenn has started to responds to applications? When did you apply? When did you hear from them?

Oh sorry but I am doing a double degree with Sciences Po in Paris, that is why I got an answer last year and am now completing my year in Paris. So not the same application process
