I am a foreign attorney working as a paralegal in a government entity. My busy work schedule does not allow me to take classes on campus. I would like to pursue an online LLM to take the California Bar Exam next year. Has anybody applied to these LLM Programs? Any feedback about Online LLM Programs? TIA.

If your goal is simply to show an ability to understand US law and work in English, then yes. If you want to actually work in the US afterwards though, then I fear online study might be seen as second-rate compared to residential programs.

I think you should focus on your goals. If you can't take a break from your work, why are you interested in becoming a licensed California attorney? Are you thinking about practicing here in California? In this case, I would highly recommend that you consider a residential program (even if this might mean taking important decisions in your life). A residential program would allow you to study and network. Networking is crucial to find jobs.
