When I sent my already available transcripts there in September, it took at least "only" three weeks. Unfortunately, this wasn't possible with the still outstanding transcript because I didn't have the degree yet.
Apart from that, I find LSAC's excuse nonsensical that many people are applying in November/December. It is not the first time that there are so many applications and with such an expensive service you should expect more flexibility on their part.
But that's probably what happens when there's no competition.
