That depends on the school. Usually the applications are read by more than one person.
NYU's Dean explained that each application is read by three people. If you have a unanimous response (positive or negative) from them, you are either admitted or rejected. If not, which he said are the most cases, the applications are directed to a committee that will make such decision.
