Does anyone tell me when is the good time to apply the LL.M. (Fall 2008)? Someone told me it's better if I apply early.

I think that should be different from univrsity to university. Very early applications (eg those in early Septemeber) are not usually given a priority, even if admissions are given on a rolling basis, since there aren't enough received applications then. I would suggest easly to mid-October. I would aslo suggest browsing the website of the university you are going to apply to. If you don't find sufficient information on that, you could also send them an email. I have done that myself, and have found it very useful.
