I don't know if it's normal, but my online recommendations have still no status (they were submitted six weeks ago). Same for my paper recommendation. My application is received, and my law school's transcript is complete (I used the LSAC) but my other transcripts have no status.

Basically, only one paper recommendation (out of three) was mailed; other materials were either submitted online, or sent by LSAC. So i'm not too worried.

I guess they will tell us if anything is missing.

What could it mean? Have they not yet reviewed my TOEFL score in the LSAC Report or has my LSAC Report been sent to Harvard without the information on my TOEFL score??

But one thing that makes me uneasy is that my LSAC Report was updated on October 26, 2009, to add the information regarding my TOEFL score. LSAC states this Report was requested by HLS on October 20, 2009 (thus, before the Report had been uptaded with my TOEFL results), but that it was reported on October 27, 2009 (one day after the update).
I keep thinking that maybe the version of the Report that HLS received was the one previous to the update, and the blank regarding their receipt of my TOEFL information, while having already received the LSAC report with my transcripts, only adds to my suspicions.

What to do, what to do?

The "N/A" opposite TOEFL requirement on the tracker simply means you are "deemed proficient" in English and are not required to submit the scores.
You are better off therefore with a "N/A" than with consideration of waiver request. A waiver request that warrants due consideration may potentially hold up consideration of your application "on merits". (analogize the issue as a preliminary issue).
