It all depends on how many seats are given to your country...if for example they made 4 offers to people from your country and you are the 5th waitlisted, chances for you to get in are if any of your country fellows takes upon other offers and declines harvard. If somebody from, say US, declines and goes to another school, it would not necessarily impact your chances since it's a quota system...I have put it all together from previous blogs and I think it is quite risky for those coming from popular countries...There are only 150 seats so....

True. But if u obtain an I-20 from another school (all international applicants need that for getting the F1 visa) while waiting to hear from HLS - would that be legal - it has to be right? You cant loose the rt to get an I-20 from another school just becuase ur waiting for HLS... but then what does "accept an offer" mean?
