Can a person get into Harvard for LLM with a 2.2 or lower second class honours LLB degree?

Realistically you would need to have some other amazing factors to compensate for the mediocre grades.

I know someone who got into Harvard LLM two years back with 100% financial aid with a 2:1 LLB.
