Cornell is Ivy League, great overall brand to spend upon retorning in your home country, but -as far as I know- is surely good but not top-notch in IP. For Northwestern I can be more specific, since I'm a current student thereof. Everebody is here to study corporate law, M&A, business administration and so on. If you're not focusing on the latter subjects, Northwestern may not be your first choice. Unless you have been granted a fatty scholarship, a LL.M is extremely costy, and you don't want to waste your money in a back-up plan. All that said, if you want to study IP, my advise is for you to insist in those schools which offer a strong IP program
