1) Perhaps something with Kyoto and cost-benefit analysis; if I remember right, Saul Levmore argued against Kyoto from an economic perspective; another aspect might be the general concept of control: state authority vs. private enforcement via trading something like "waste rights";
there might be more interesting points, but I am not into environ. law at all.
Try to connect law and economics to meet the Chicago law school research tradition.

2) As soon as possible, but possibly not before the date specified on their web-site. Last year they showed the date they would accept applications (mid-September if I remember right). However, end of September or October is perfect, November shouldn't be a problem.
