I'm not sure what sort of research proposal you're talking about but here is some guidance on putting a PhD proposal together:-

Other Universities probably have similar guidance.
If you are thinking about an LLM by research or even an LLM dissertation, it would be a question of scaling the advice down - less detail required and less ambitious topic.
