I 'm from Belgium and starting my last year master in law and would like to participate in an LLM program in the U.K. after graduating. I have no idea where to start (how,where and when to apply) and what an LLM program costs. I read that a TOEFL test is required, are there other special requirements?

Scholarship applications can also be quite time consuming and must be done quite early. But obviously this can depend on which universities you were thinking of applying to. Courses such as the BCL at Oxford and the Cambridge LLM require you to apply much earlier for entry.
